Bencardino Contractors and Colonial Tree Service Begin Site Preparation for Major Philadelphia Water Department Ecological Restoration Project

A major environmental and infrastructure improvement project is beginning to take shape deep within West Fairmount Park, and Bencardino Contractors is performing part of the work required to prepare this challenging site for the construction ahead.

Bencardino Contractors has begun early site preparation activities associated with the Philadelphia Water Department's Neill Drive Stream Restoration and Infrastructure Protection Project, Project #50224.

Located in West Fairmount Park near the Wynnefield Heights neighborhood, the project represents a significant investment in the long-term health of the area's natural environment and the protection of important Philadelphia Water Department infrastructure.

According to PWD, the project is designed to protect and restore Neill Drive Stream, repair and protect critical water infrastructure, reconnect the stream with its floodplain to encourage a more stable and diverse habitat, and improve surrounding park and community spaces.

Before those improvements can be constructed, however, the site first has to be made accessible.

And in the densely wooded section of Fairmount Park, that is a substantial undertaking.

Preparing The Site

For the Neill Drive project, one of those first major steps involves selective clearing and site preparation within the heavily wooded project area.

Bencardino Contractors partnered with our subcontractor, Colonial Tree Service, utilizing ISA Certified Arborist expertise to safely undertake the removal of large trees located within areas required for the upcoming work.

As these photographs demonstrate, this is much more involved than conventional land clearing.

The work area contains mature trees, heavy vegetation, uneven terrain, restricted access, existing infrastructure, and environmentally sensitive surroundings. Every stage of the operation therefore requires coordination between crews, equipment operators, arboricultural professionals, and project management.

Specialized Equipment

The scale of the trees and terrain require specialized heavy equipment capable of safely processing and moving substantial material within the wooded environment.

One of the most impressive pieces of equipment visible during this phase is the tracked excavator equipped with a specialized tree-processing attachment. Rather than relying entirely on traditional cutting and handling methods, this equipment allows operators to control, process, and position large sections of timber while maintaining greater control of the material.

The tracked undercarriage is also particularly important on a project like this. Conditions within the work zone range from established roadway surfaces to mud, exposed soil, vegetation, slopes, and areas where conventional wheeled equipment would have limited mobility.

Once trees and vegetation are processed, additional equipment will be used to handle the resulting material, maintain access routes, and support the continuing operation.

A large tracked chipper is shown processing tree limbs and vegetation into wood chips, dramatically reducing the volume of material generated during clearing.

Front-end loaders are also being used for material handling and for moving the heavy timber mats throughout the work area.

Building Access And Protecting The Work Area

In areas with soft, muddy, irregular, or environmentally sensitive ground conditions, construction mats provide a stable working surface for heavy equipment. They help establish temporary access while distributing equipment loads over a larger area.

Unlike a typical commercial construction site with a large paved staging area, projects within wooded parkland require crews to work within much tighter natural constraints.

Working Within One of Philadelphia's Most Important Natural Spaces

Fairmount Park presents a very different construction environment from the commercial, institutional, roadway, and industrial projects that Bencardino Contractors frequently performs throughout the Philadelphia region.

The surrounding forest is part of the environment the larger restoration effort is intended to improve.

PWD classifies the Neill Drive project as an Ecological Restoration project. These projects are intended to combine infrastructure protection with environmental improvement in Philadelphia's natural areas. PWD notes that this type of work frequently includes protecting vulnerable streamside infrastructure while seeking to minimize impacts on surrounding natural spaces.

The current clearing activities are preparing specific portions of the site so that the upcoming stream and infrastructure work can be performed. As work advances, the appearance of the construction zone will substantially change.

The clearing, access preparation, timber mats, and material handling will support a much broader restoration effort.

Protecting Neill Drive Stream And The Critical Infrastructure

The long-term purpose of the project extends well beyond this initial construction area.

PWD's plans call for the project to protect and restore Neill Drive Stream while also repairing and protecting critical PWD infrastructure located within the project area. Another major objective is reconnecting portions of the floodplain in ways intended to promote a more stable and diverse habitat.

Streams within an urban environment face a variety of pressures, particularly when surrounding development changes the way stormwater reaches natural waterways. Philadelphia Water Department explains that stormwater runoff from developed areas can carry pollutants and place additional stress on local streams and waterways. The City uses both traditional infrastructure and green or ecological approaches to address stormwater and watershed conditions.

A Project That Will Continue For Some Time To Come

This is only the beginning.

PWD currently lists an anticipated completion in early 2028.

That timeline reflects the size and complexity of the work ahead.

The photographs featured here capture the important first steps: transforming portions of a dense woodland environment into an accessible and controlled construction area while preparing for the stream restoration and infrastructure improvements that follow.

Over the course of the project, the work will move through additional phases, each bringing its own equipment, engineering requirements, logistical challenges, and visible transformation.
